What if it could become a space where young people rehearse how to participate in society?

This question lies at the heart of ECHO – Empowering Cultures through Theatre for European Migrant Youth, and particularly its work on Theatre for Active Citizenship. The project explores how applied theatre can create a safe, participatory environment in which young migrant people can experiment with dialogue, cooperation, negotiation and democratic participation, while simultaneously developing transversal skills that matter for their personal, social and professional futures.

From the stage to the civic space

Applied theatre is rooted in the idea that theatre can take place far beyond conventional performance spaces. It can be used in educational, community and social contexts to explore experiences, relationships and social questions. Helen Nicholson, for example, examines applied drama as a practice situated within communities and shaped by wider political, ethical and social concerns.

Within ECHO, this perspective is developed through the concept of the “Civic Sandbox.”

A sandbox is a space where people can experiment, make mistakes, try again and learn from the consequences without facing the full risks of the real world. In the same way, the theatre stage can function as a risk-reduced civic environment: participants can take different roles, express opinions, challenge ideas, listen to alternative perspectives and collectively explore difficult social situations.

The aim is not to simulate democracy perfectly, nor to turn theatre into a political classroom. Instead, theatre provides a practical space where young people can experience the mechanics of democratic interaction.

This approach resonates strongly with the tradition of Theatre of the Oppressed, developed by Augusto Boal and influenced by Paulo Freire’s critical pedagogy. Forum Theatre, for example, transforms spectators into active participants who can intervene in situations, explore alternatives and reflect on power and social relationships. Research has highlighted the potential of these participatory approaches to support critical understanding, agency and social transformation.

Why does the “sandbox” matter for migrant youth?

For young people who are still developing their sense of belonging within a new social environment, participation in civic life can feel distant or intimidating. Questions about rights, responsibilities, public institutions or community decision-making may appear abstract when they are presented only through information.

Theatre changes the starting point.

Instead of simply talking about participation, participants can practise it.

A scenario might ask them to negotiate a community decision. Another might place them in the role of a local stakeholder with a different perspective. A Forum Theatre exercise might invite the group to intervene in a situation involving exclusion or unequal participation.

Suddenly, concepts such as active listening, freedom of expression, negotiation, solidarity, equality and respect for different viewpoints become something participants can experience rather than simply define.

This is particularly important because democratic participation is not only a matter of knowledge. It also requires confidence, communication, empathy, cooperation and the ability to navigate disagreement.

Recent research continues to explore how participatory and performative practices can contribute to political agency and democratic life, while also stressing the importance of ethical facilitation and attention to power relationships within the group.

From inclusion to active citizenship: the ECHO pathway

ECHO’s pedagogical strategy builds progressively.

During the Theatre for Inclusion phase of the ECHO project, participants establish relationships, develop trust and experience theatre as a space for expression and inclusion. Rather than creating isolated project structures, the project can build on established relationships, local knowledge and trusted educational environments.
